EThekwini Convenes Workshop to Shape Future of Local Government

Durban- eThekwini Mayor Cyril Xaba convened a strategic workshop on 1 July to gather input on the national review of the 1998 White Paper on Local Government. The workshop brought together key stakeholders to contribute to a vision for an improved, responsive, and accountable municipal system.

Addressing the session, Deputy Minister of Cooperative Governance and Traditional Affairs (COGTA), Dr Namane Masemola, highlighted that the review aims to address systemic failures in local government and develop a framework for more sustainable and effective municipalities.

“The intention is to move beyond current challenges and build municipalities that are truly democratic, responsive, and capable of driving economic and social development,” said Dr Masemola.

The review of the White Paper seeks to define an “ideal municipality” – one that provides services sustainably, maintains clear accountability, encourages community involvement, and fosters a safe and healthy environment.

One of the core proposals under discussion is a new financial model for local government. This model aims to address growing concerns about rising expenditure outpacing revenue, even as service delivery continues to decline in many areas.

COGTA’s national assessment has identified several service delivery issues that remain widespread across municipalities. These include limited access to clean water, poor waste management, inadequate infrastructure maintenance, failing road and stormwater systems, and rising electricity and water debt. Disaster management was also highlighted as an area needing urgent attention.

Additionally, the department outlined nine critical focus areas to reform local governance. These include financial reform, increased oversight by higher spheres of government, ethical governance, improved accountability, reducing the politicisation of municipalities, and strengthening relationships with citizens.

Mayor Xaba emphasized that eThekwini would participate meaningfully in the process, stating, “The 1998 White Paper laid the foundation for all local government legislation. This review is an opportunity to reshape our future, and eThekwini will submit comprehensive proposals by mid-July.”

All municipal proposals are due by 31 July 2025, with the reviewed White Paper expected to be presented to Cabinet by 31 March 2026.
